ruby: fix wifi (partial) not sure all these changes are needed. the main thing is disableding p2p which isnt quite implemented yet in wpa_supplicant and causes it to fail to init with these changes wifi is working but of course p2p/tether are still broke Change-Id: Iab90019c1deae3b9e1f5f65f8ecba04b17c3f022
