Camera: Add HEIC support

- Derive HEIC capabilities from camera HAL and media framework.
- Add HeicCompositeStream to encode camera buffers to HEIC buffers.
- Add ExifUtils to overwrite JPEG APP segments and send to media codec.
- Add NDK enums and corresponding format support.
