board-8930: Add HSUSB PHY Init Sequence
HSUSB PHY init sequence is required to configure different
parameters of PHY with optimum values. With this configuration,
HSUSB Device Eye Diagram compliance test is passing and seen
issue of enumerating in FSUSB mode on multiple POPI test is also
fixed.
