msm: acpuclock-8960: Activate 8064 acpu frequency scaling

Do the following to enable the acpuclock driver
on the 8064:

1. Add new regulator consumer entries for krait2
   and krait3.
2. Remove cpu_is_* calls thus enabling bus and
   voltage scaling calls on the 8064.
3. Remove the stub in the cpufreq driver that
   prevents it from initializing on the 8064.
4. Add a call to the acpuclock init function in
   the 8064 board file, after the bus driver's
   init call.
