libata-pmp-prep: implement ATA_HORKAGE_SKIP_PM

Some pseudo devices fail PM commands unnecessarily aborting system
suspend.  Implement ATA_HORKAGE_SKIP_PM which makes libata skip PM
commands for these devices.
