ARM: tegra: move timer.c to drivers/clocksource/

Move arch/arm/mach-tegra/timer.c to drivers/clocksource/tegra20_timer.c
so that the code is co-located with other clocksource drivers, and to
reduce the size of the mach-tegra directory.
