OMAP: powerdomain: remove omap_chip bitmasks

At Tony's request, remove the omap_chip bitmasks from the powerdomain
definitions. Instead, initialize powerdomains based on one or more
lists that are applicable to a particular SoC family, variant, and
silicon revision.
